Russia and the 2016 campaign
Evidence grade C: A special counsel, Congress, an inspector general or a high court found it; never tried to a verdict on him.
What happened
For two years many commentators suggested the investigation would show his campaign conspired with Russia.
Where it stands
Special Counsel Robert Mueller did not establish a criminal conspiracy between the campaign and the Russian government. He also wrote that the report did not exonerate the president on obstruction.
Harm
Institutional. Predictions that did not come true hardened distrust.
Response from the other side
Critics note Mueller documented extensive Russian interference and many campaign contacts.
